On 03.08.1997 Seven Samaritans from Pune infused with the aim of building an organisation of Retired Forest Employs planted the seedling of Sevanivrutt Vana Karmachari Sangh (SEVAK), Pune which has now blossomed into Vana Karmachari Sangh, Maharashtra after two decades with eleven branches spread all over Maharashtra State.

The members of Sevanivrutt Vana Karmachari (Sevak) Sangh, Maharashtra are retired forest employs belonging to different cadres like Forest Guards, Foresters, Range Forest Officers, Assistant Conservators of Forests, Deputy Conservators of Forests, Conservators of Forests, Chief Conservators of Forests, Additional Principal Chief Conservators of Forests and Principal Chief Conservators of Forests of Executive Wing and others belonging to Ministerial Wing spread all over state of Maharashtra. They carry with them the varied assortment of vast field experience in Forestry and allied subjects.

Capacity Building is one of the important verticals that DAS has decided to work on to build the capacities of rural professionals in the country, who are otherwise not available at the grassroots. DAS has designed a unique and an innovative training program called the Certificate Program in Agricultural and forestry services to address the challenge of scarce trained human resources at the field level particularly focused on rural areas. DAS has joined hands with SEVAK, Pune to run this flagship Capacity Building initiative for rural youth aged between 18 to 40 years.

CPAFS incorporates a series of capacity building modules on Agricultural & Forestry, packaged as per the needs of the target groups and different institutional partners (both Government and CSOs). This certificate program is conducted at multiple locations; where DAS supported CSOs provide field-based training on modules that they have experience and expertise in the fields.

CPAFS is a 6-month certificate program, consisting of 15 learning modules, divided into two main parts: Part A covers the theoretical and conceptual aspects of rural agricultural while Part B focuses on the empirical studies and practical implications of the theory. CPAFS seeks to address the capacity building challenge for existing and aspiring rural professionals who would potentially engage as frontline functionaries of CSOs, government institutions or with offices of elected representatives of the PRIs and SHG federation leaders.

DAS is going to conduct successive batches of CPAFS, with the batch commencing in March 2020.

Apart from the CPAFS, DAS in close collaboration with SEVAK has come up with a MBA program in Agricultural which seeks to address the challenges of sustainable development. This two-year, practitioner-oriented MBA aspires to create professionals who will work at the grassroots.

Taking further its mandate of providing capacity building support to rural professionals,  As the first step, DAS with support from its knowledge partners has developed a 26 days’ training programme called ‘Short term training programme on Agricultural. The first batch of the programme with a strength of 25 candidates was launched on 24th of May’ 2020.

Aims

  1. Creating public awareness regarding arresting environmental deterioration.

  5. Collection and collation of information regarding the Government Agencies, Non-government Organisations, Industries and Entrepreneurs who are need of the services of experienced retired forest employs.
  6. Coordinating the needs above mentioned entities and professional expertise of retired forest employs for viable projects.
  7. Executing the viable independent projects of research and forest conservation by making use of professional expertise and appropriate technology regarding forestry.
  8. Providing Technical advice to Non-government Organisations, Industries and Entrepreneurs who are in need of such advice.
  9. Executing independently works like raising and maintaining forest plant nurseries, supplying high quality tree seeds, establishment maintenance of forest parks etc.
  10. Rendering help in solving the problems faced by retired forest employs and their family.
  11. Executing welfare activity regarding retired forest employs and their families.

  12. Providing financial help for college education of wards of in service forest employs serving into remote forest areas of Maharashtra state.
  13. Providing financial help for college education of capable wards of retired forest employs of Maharashtra state.
  14. Creating Welfare Fund of Sevak Sangh and utilising the same carrying out welfare activity for retired forest employs and their family.

  15. Arranging cultural events for creation of Welfare Fund for Sevak Sangh and utilising the same carrying out welfare activity for retired forest employs and their family.

Achievements

Projects executed in Maharashtra

  1. Evaluation of works executed under Forest Development Agency: Our Pune branch carried out evaluation during the period from years 2004 to 2008 of the works executed under Forest Development Agency by the Forest Divisions of Pune, Junnar, Buldhana, Thane, Ahemadnagr, Satara, Kolhapur, Savantvadi, Yavatmal, Pusad, East and West Nashik, Sangli and Bhor. Similarly our Amaravati Branch carried out similar evaluation during year 2015 in Amravati and Dhule Forest Divisions. These reports were submitted to the Ministry of Environment and Forests, Government of India and were highly acclaimed for their objective evaluation. So also our Amaravati branch raised a nursery of 50,000 rare and medicinal plants at Amaravati on behalf of Deputy Conservator of Forets, Amaravati.

  2. Project for Conservation Flora and Fauna at Tiroda The project Report for Conservation of Flora and Fauna within the area of 10 km radius around the Coal-based Tiroda Critical Thermal Energy Project of 3300 Megawatt capacity was prepared by Sarvashri V. T. Patki of Sevak Sangh and Alok Pathak from M. P. Forest Department on deputation to Tiroda Project during year 2009 and was submitted to the Chief Wild Life Warden of Maharashtra.

  3. Project for Conservation Flora and Fauna at Kesari Phansavade The project Report for Conservation of Flora and Fauna within the area of 386.99 hectors of  Iron Ore Mines at Kesari Phansavade in Sindhudurg district was prepared by Sarvashri V. T. Patki and N. H. N. Shaikh of Sevak Sangh during year 2011.

  4. Project for Capacity Development and Training of Personal for Forest Management The 3.5 years duration project for Capacity Development and Training of Personal for Forest Management was executed out of the soft loan of Rs 45 lakhs received from Japan International Cooperation Agency (JICA) as per the contract finalised on 28.06.2012 between the Forest Department of Government of Maharashtra and Consortium consisting of Sevak Sangh and other two related agencies. Sevak Sangh Team consisted of senior experinced retired forest officers M. G. Gogate, A. R. Maslekar, V. B. Sawarkar, V. T. Patki and N. H. N. Shaikh. The subjects tackled under this project consisted of preparing education material and training of trainers in subjects of Silviculture, Joint Forest Management, Forest Engineering, Wild Life, Training Analysis, Forest and Wild Life Acts, Forest Protection, Office and Financial Management, Soil and Water Conservation, Forest Utilization and Forest Survey. Similarly Evaluation of progress made by the trained frontal forest staff in actual field works executed by them was also carried out under this project.  Projects

  5. Publication of Tri-monthly Magazine ‘Nisargvani’ Sevak Sangh published a Tri-monthly Magazine having about 50 pages ‘Nisargvani’ from year 2005 t0 2008 containing informative articles on forestry and allied subjects. Two special issues of ‘Nisargvani’ containing 100 pages were brought out during October 2006 titled ‘Three Decades of Forest Development Corporation of Maharashtra’ and during April 2007 titled ‘Silver Jubilee of Social Forestry’. These issues received very encouraging response from the readers but unfortunately they had to be discontinued due financial constraints.

Projects executed within Pune Municipal Corporation Area

  1. Information regarding Raising Tree Species The graphic information regarding Planting methods, Rearing and Harvesting of various Tree species was regularly published from Marathi Weekly ‘AgrOne’, a publication of Sakal Papers Ltd, Pune from 1st November 2006 to 31st October 2007. These articles were contributed by 10 members of Sevak Sangh.

  2. Social Forestry Initiative Workshop A Workshop dedicated to the theme of ‘Social Forestry Initiative’ jointly sponsored by Sevanivrutt Vana Karmachari Sangh, Pune and Pune Municipal Corporation (PMC) was organised during period from 26.12.2005 to 08.02.2006 for sake of employs of Tree Authority of PMC, Garden Departments of PMC and Pimpri-Chinchvad Municipal Corporation (PCMC), and local College students. This workshop was comprised of 23 lectures delivered by Forestry Experts and 7 Field visits to the interesting relevant sites. In all 57 delegates participated in this workshop and the recommendations received from the different sub committees were forwarded to the PMC and PCMC for initiating necessary follow-up action in the matter.

  3. Beautification of Agakhan Palace Premises The project report for Beautification of Agakhan Palace Premises was prepared by Sarvashri G. S, Dalavi and S. A. Bhilvadikar and submitted to the concerned authorities for implementation.

  4. Afforestation of Mula River-banks The project report for Afforestation of Mula River banks laying between New Bridge to Omkareshwar Bridge ON Mula River in PMC area was prepared by Sarvashri P. C. Thomas, G. S. Dalavi and V. S. Joshi and was submitted to the Social Forestry Directorate, Maharashtra for implementation.
